Colonel Giles Baxter was commissioned into the Royal Engineers in 1984, having read engineering at Cambridge University. His early career took him to Berlin 'behind the Wall', to what was then West Germany, to Australia and to Borneo. He deployed to Iraq in 1991. Iin 1993 he moved into the area of procurement, specialising in armoured engineering vehicles and equipment This role involved the use of operational analysis techniques to inform decisions such as the optimum fleet mix, and most cost effective solutions to meet particular capability requirements In 1998 he moved into the HR field and in 2000, frustrated by the fact that the answer to a simple question such as 'how many soldiers are there in the Royal Engineers?' would be different depending on who answered it, he undertook a research fellowship at Oxford looking at how control engineering design principles might be used improve the Army's manpower planning system. Hoisted by his own petard, in July 1998 he was appointed to the new post of Assistant Director Manpower Systems within HQ Land Forces. He is a Chartered Member of the Institute of Mechanical Engineers.
